The Greater Flint Health Coalition is the recipient of a grant sponsored by Join Together and provided by the Robert Wood Johnson Foundation to the Boston University School of Public Health. Demand Treatment is a national initiative to increase the number of people who get quality treatment for alcohol and other drug problems. The first step to increasing treatment is to get consumers, family members, and key leaders to take steps to drive up demand. To do so, Demand Treatment employs four main strategic elements: building local leadership; providing information for action; improving quality and standards to treatment services; and ending discrimination against persons seeking to recover.
As a recipient of the grant, the Greater Flint Health Coalition is undertaking the strengthening and organizational development of Greater Flint Project Vox Inc. Inc. Inc. (GFPV) as part of its plan for reaching the goals and aims of the Demand Treatment grant. In its current organizational structure, GFPV is "initiative driven"--Its focus is on special projects like Soberfest, the Recovery Walk, and an alcohol warning label endeavor. Most Current GFPV members are also members of the United Automobile Workers Union.
While achieving considerable success in recruiting members and carrying out specific projects, GFPV current "initiative driven" structure has impeded development of an organizational strategic plan (including fiscal sustainability). With NCADD of Michigan funding at an end, the future of GFPV remains tenuous. To help ensure its future survival, GFPV must develop a plan for how it will carry out its vision and mission over the long term.
Once GFPV has completed a strategic planning process, and once GFPV's organizational structure can accommodated active participation on the Greater Flint Health Coalition activities/work groups/task forces/committees, GFPV will help serve as a liaison between the Greater Flint Health Coalition and the recovering community.
Strategy
Goal: GFPV will complete a comprehensive organizational development, strategic planning, and project implementation process.
Outcomes: At the end of the strategic planning process GFPV will have achieved the following outcomes:
A critical review and revision (if necessary) of the organization's mission and vision
The development of a short- and long-term strategic plan outlining how GFPV will enact its mission and vision
A time-line for accomplishing its short- and long-term strategic plan
A Flowchart outlining the necessary organizational structure to enact its mission and vision and accomplish its short- and long-term goals
A plan to recruit the necessary membership to accomplish its short- and long-term strategic plan and to fill the roles/needs identified by the organizational structure
A business plan that functionally describes the mission, vision, short- and long-term strategic plan, and organizational structure
Note: once the organizational development and strategic planning process is complete, Join Together Demand Treatment Funding will be used to implement the activities identified by the strategic plan.
Timeline: All six outcomes will be completed within nine months of starting the strategic planning process. Implementation of the strategic plan will begin at this time, with some activities likely extending beyond the two-year Demand Treatment funding period.
Resources: Resources to support GFPV's strategy will come from Join Together Demand Treatment funding, in-kind support from the Greater Flint Health Coalition, in-kind support from the Mental Health and Substance Use Task Force membership, and through resources from the GFPV membership.
The Greater Flint Health Coalition will contract with hired consultants to facilitate the strategic planning process for GFPV. Representatives from the Greater Flint Health Coalition, Join Together, and the Mental Health and Substance Use Task Force will actively assist in the strategic planning process with GFPV. The process of implementing the strategic plan is pending the development and completion of the strategic plan.
